They stopped trying. I'd have even less chance of creating something coherent.
Another reason I's loves my Star Trek: they went to the trouble of making Klingon an actually structured language. Thank you, Marc Okrand! (And thank you, James Doohan, for getting the ball rolling by thinking up the Klingon word for "Fire!")
