Strictly speaking, today is a holiday, Dia de los Muertos, a.k.a. Day of the Dead, also All Saint's Day, but for the most part in the U.S. it's treated as a fairly regular day, and the general cultural climate would need to change very much for the day to become a really big deal.

So here's, perhaps, an easier thought:

We need for someone born on November 1st to get so famous as to earn a holiday in their honor.

Because that would give Halloween partiers an extra day to recover.
